CTA bosses meet with transit unions

(UPDATED: 10/13/09) The Chicago Transit Authority convened a Monday meeting with its unions for the stated purpose of providing a "courtesy" briefing on the agency's proposed budget.
You see, the CTA is unveiling its spending plan for the upcoming year, and it's been something of a tradition to give the unions a heads up.
But the real essence of the gathering seems to be this: the CTA is in deep, deep trouble financially -- yet again -- and it ultimately plans to ask the unions for help in easing the budgetary burden.
Monday's meeting could be the opening salvo in an ugly battle over concessions and cuts.
The union chief representing bus drivers said he's not open to give-backs, and is awaiting word on layoffs.
